DTF will congregate at least once a year in a location that is to be designated by the General Council within the framework of the concept and main theme which will be created during the preparatory meetings.

Within this context, general meetings that are open to public participation will be held in order to prepare for DTF, keep the DTF process as basal as possible and increase the cooperation. In these meetings, specific number of participants representing each country will be given the chance to speak.

These meetings during which the focus will be on discussions and joint action plans are the most important meetings of the DTF process.
